Steering Committee
The Steering Committee is the body empowered to validate the Project-related decisions and monitor the execution of the milestones. The proceedings and decisions of its meetings are recorded in minutes by which the Project Management Committee shall abide to carry out the Project activities.
Composition
The Steering Committee comprises the following senior officials or their representatives:
1. Director General of Customs (co-chairman);
2. Director General of the Port (co-chairman);
3. CAP Dakar Chairman (vice chair);
4. USETTA Chairman;
5. SATS Chairman;
6. SEMPOS Chairman;
7. UNACOIS JAPPO Chairman;
8. CNP Chairman;
9. CNES Chairman;
10. MEDS Chairman;
11. GES Chairman;
12. UNCCIAS Chairman;
13. COSEC Chairman;
14. Head of the Plant Protection Department;
15. Head of Veterinarian Services;
16. Director of the Forestry Department;
17. Director of Fishery Processing Industries;
18. GAINDE 2000 Managing Director (Project Manager);
19. Members of GAINDE 2000 Permanent Technical Committee;
20. Technical Assistant (Secretariat).
Mode of operation
The Steering Committee convenes the first Thursday of every month in the premises of the Customs Top Management (DGD), upon notice of the Chairman who sets the agenda, which is proposed by the Project Manager and completed by each member in relation to their concerns.
The secretariat of the Steering Committee is assured by a Technical Assistant.
Project Management Committee
The Project Management Committee is the execution body. It proposes to the Steering Committee a plan of actions and assures the execution thereof, once validated. It is chaired by the Project Manager.
Composition
The Project Management Committee comprises the following members:
- GAINDE 2000 Managing Director (Chairman);
- DEL/DGD;
- DOD/DGD;
- DSID/DGD (Vice Chair);
- Director of PAD Information Systems;
- Technical Assistant (Permanent Secretary – responsible for the objectives);
- GAINDE 2000 technical officials;
- Financial Manager;
- Head of the ORBUS/GAINDE/CORUS integration project;
- Head of the interoperability project;
- Head of the logistics extension project;
- Communication Officer;
- Project Assistant.
Mode of operation
The Project Management Committee convenes every Monday in the offices of GAINDE 2000. The notices are signed by the Chairman and the agenda proposed by the Technical Assistant, in consultation with the members.
Administrative Commission
The Administrative Commission oversees the consultant recruitment and contract awarding process.
Composition
It comprises the following:
- Steering Committee Representative (Chairman);
- Project Manager;
- Head of Customs Information Systems (DSID);
- The head of the technical department (s) of GAINDE 2000 concerned by the contract purpose;
- Financial Manager;
- Technical Assistant (secretariat).
The chairman of this commission will be named by the Steering Committee.
Mode of operation
Depending on the objectives, some experts can be invited to take part in the proceedings of this Commission.
All the regulations related to consultants and contracts shall be recorded in minutes bearing the signature of all present members of the Commission.
